Every Admin Abuse, Sammy will activate this atleast once. This is as it can only be activated by an admin. Brainrots get this trait by being sucked into a black hole then coming back. It gives a glitch VFX. The trait is actually called "Glitched", while it's often called "Glitch" by players.
